CCM to rerun Kongwa primaries after Ndugai’s death

Dodoma. The ruling Chama cha Mapinduzi (CCM) will hold fresh primary elections for the Kongwa parliamentary seat on Sunday, August 17, 2025, following the death of former Speaker of the National Assembly Job Ndugai, who had led in the earlier vote.
In the previous primaries, held on August 4, Mr Ndugai topped the race with 5,692 votes, followed by Isaya Mngurumi (2,602), Deus Seif (1,260), Dr Samora Mshang’a (544), Dr Simon Ngatunga (517), Elias Mdao (435), Philip Chiwanga (558), Paschal Mahinyila (331), Ambassador Emmanuel Mbennah (232) and Ngaya Mazanda (195).
Mr Ndugai, who died on August 6, was laid to rest on Monday, August 11, at his home in Kongwa, Dodoma Region. According to Clerk of the National Assembly Baraka Leonard, he succumbed to a sharp drop in blood pressure caused by a severe respiratory infection.
Kongwa District CCM Secretary Joyce Mkaugala said the collection of nomination forms would be conducted for one day only—today, Tuesday, August 12.
She said voting would also take place today at ward level, following the same procedure used in the earlier primaries, before regular party meetings resume.
“It is true that we are issuing forms for one day only. After this, we will proceed with the normal procedures, and on Sunday, delegates will cast their votes in the primaries,” Ms Mkaugala said.
She noted that the cost of the nomination form remains at Sh500,000, and no other fees are required.
However, she did not say whether there would be campaign rounds for candidates to present themselves to party members, adding that aspirants should wait for further instructions on the process.
