4Rs should not be used as an excuse to break the law, cause unrest, says President Samia

Dar es Salaam. President Samia Suluhu Hassan has said that her leadership philosophy, known as the 4Rs, should never be used as an excuse to break the law or cause unrest.

She gave this message on April 25 while addressing the nation from Chamwino State House in Dodoma, ahead of the 61st Union Day celebrations.

According to the president, this year’s theme is: “61 Years of the United Republic of Tanzania: Our Union is a Responsibility, Honour, and National Treasure: Participate in the 2025 General Election.”

President Hassan said Tanzania’s democracy continues to grow, especially through the 4Rs — Reconciliation, Resilience, Reforms, and Rebuilding. 

She said this philosophy has helped more people take part in national matters.

However, she warned that it should always be used in line with the Constitution and the law.

“The 4Rs must go hand in hand with respect for our laws and Constitution,” she said. “They should not be used to cause conflict or disturb peace and security.”

She emphasized that Tanzania is a peaceful and democratic country, and the government is ready to support the Independent National Electoral Commission as the country prepares for the 2025 General Election.

The President called on all citizens to fully participate in the election process—by registering to vote, standing for leadership, and casting their votes.

She also urged political leaders, party members, and their supporters to follow the law. “This election should bring us together, not divide us,” she said. “No one is above the law. Peace and stability must always come first.”

As Tanzania marks 61 years of the Union on April 26, celebrations will be held across all regions and districts. At the national level, President Hassan will award Union Medals to citizens who have made great contributions to the country and the Union.

This year’s celebrations will also include the launch of development projects, public talks, sports, and cultural events across the country.
