HESLB opens 90-day application window for education loans

Dar es Salaam. The application window is now open for students aspiring to join universities and diploma courses to apply for education loans for the 2024/25 academic year, authorities said Thursday June 6, 2024.

The government has allocated Sh787 billion to support 250,000 students, marking a significant increase from the previous year.

The 90-day application period, which commenced on June 1, 2024, follows the unveiling of the new loan and grant disbursement guidelines by the Minister of Education, Science, and Technology, Prof Adolf Mkenda.

“Our goal is to ensure that no deserving student misses out on the opportunity for higher education due to financial constraints,” said Prof Mkenda during the (guidelines) launch. 2024.

This year’s allocation marks an increase of 25,944 beneficiaries compared to the 224,056 students who received loans in the 2023/24 academic year.

The substantial fund will be disbursed under various guidelines tailored for undergraduate, diploma, postgraduate, and specialized courses, including the prestigious Samia Grants.

The Higher Education Students Loans Board (HESLB) has stressed the importance of carefully following the application guidelines.

Director of Loan Allocation and Disbursement, Dr Peter Mmari, explained, “For years, students have missed out on loans because they did not follow the instructions in the application process. We urge all applicants to read the guidelines thoroughly and complete the forms as required.”

In recent years the application process has been exclusively digital, utilizing the Online Loan Application Management System (OLAMS).

Executive Director of HESLB, Dr Bill Kiwia, highlighted a significant change: there will be no extensions beyond the 90-day period ending on August 31, 2024.

“From our experience, a 90-day period is sufficient for an applicant who is prepared with all necessary documents. It takes about 40 minutes to complete the application online,” Dr Kiwia stated.

He further emphasized, “We do not expect to extend the deadline. Therefore, it is crucial for all applicants to adhere to the given timeframe.”

To assist applicants, the HESLB Call Center is operational throughout the application period. Students and clients can reach out by calling 0736 66 55 33 or sending a message via WhatsApp to 0739 66 55 33.

“This support aims to address any issues or questions applicants might have, ensuring a smooth application process,” he noted.

The announcement has generated excitement and hope among prospective beneficiaries. Asha Juma, an aspiring medical student from Mwanza, shared her enthusiasm to The Citizen:

“This loan will be a lifeline for me. I’ve always dreamt of becoming a doctor, and now it feels within reach. I’m preparing all my documents and will apply early to avoid any issues.”

Similarly, John Mollel, who plans to study Information and Communication Technology (ICT), expressed his gratitude, “The government’s support means everything to me. Without this loan, I wouldn’t be able to afford my education. It’s a relief to know that with proper preparation, I have a chance to secure funding.”

Prof Mkenda also highlighted the prestigious Samia Scholarship, aimed at students excelling in science subjects.

The scholarship will cover all living expenses, tuition fees, accommodation, and study materials for 700 students who achieve high marks in their national Form Six exams and pursue science degrees, medical sciences, ICT, and mathematics.

“Samia Scholarship is not a loan; the government will cover all living expenses, tuition fees, accommodation costs, and study materials. If you pursue science degrees, and maintain good academic performance throughout your university studies, this scholarship is for you,” said Prof Mkenda, urging students to strive for excellence.
