Kahyarara to head NSSF as Rioba takes over TBC

Dar es Salaam. President John Magufuli yesterday picked Prof Godius Kahyarara to be the new National Social Security Fund (NSSF) boss after weeks of speculations and uncertainty.

Prof Kahyarara, a senior economics lecturer at the University of Dar es Salaam, replaces Dr Ramadhan Dau, who was appointed ambassador designate on February 15, this year.

Dr Dau was appointed ambassador at the same time as two former ministers, Mr Mathias Chikawe and Dr Asha-Rose Migiro.

However, the new work stations for Dr Dau and two former ministers have yet to be made public.

The appointment of Prof Kahyarara ends speculation on the next NSSF boss, which took a curious twist recently after the State House annulled the announcement of Dr Carina Wangwe as the new head of the organisation.

The Minister of State in the Prime Minister’s Office responsible for Policy, Parliamentary Affairs, Labour, Employment, Youth and the Disabled, Ms Jenesta Mhagama, had announced the appointment.

But a few hours later, the State House said due process had not been followed in the appointment.

In an interview with The Citizen, former Chief Secretary Ombeni Sefue said there was a “technical error” in the appointment.

According to the statement released yesterday by the Directorate of Presidential Communications, Prof Kahyrara’s appointment became effective yesterday.

“The appointment is in accordance with the NSSF Act Number 28 of 1997 Section 42, which empowers the President to appoint the Director General of the organisation,” reads part of the statement.

Meanwhile, Dr Magufuli appointed veteran journalist and academician, Dr Ayoub Rioba, the new director general of the Tanzania Broadcasting Corporation (TBC).

Prior to the appointment, Dr Rioba was an associate dean in the School of Journalism and Mass Communication at the University of Dar es Salaam. He replaces Mr Clement Mshana who has retired.

The Head of State has also appointed Dr Musa Idd Mgwatu to head Reli Assets Holding Company Ltd (Rahco). Dr Mgwatu replaces Mr Benhadard Tito whose appointment was revoked on December 22, 2015 over procurement irregularities.

At the same time, President Magufuli dissolved Rahco’s board of directors for inefficiency. On March 14, this year Mr Tito and two others were arraigned at the Kisutu Resident Magistrate’s Court to face charges of conspiracy, abuse of position and occasioning over Sh1 billion loss charges over transactions relating to the Central Railway Line corridor upgrade.
