Planning Commission says Tanzania’s Vision 2050 is a product of inclusive, locally-led process

Dodoma. The Executive Secretary of the National Planning Commission (NPC), Dr Fred Msemwa, has affirmed that the newly launched Vision 2025–2050 is the product of an inclusive and participatory process, with contributions from a broad cross-section of Tanzanians.

Speaking on Thursday, July 17, 2025, during the official launch of the Vision held at the Jakaya Kikwete Convention Centre in Dodoma and presided over by President Samia Suluhu Hassan, Dr Msemwa said that the entire initiative was government-funded and authored exclusively by Tanzanian experts.

“The Vision was developed across 12 thematic areas, and while the process involved significant costs, it also drew valuable insights from international experiences, particularly in Asia and Botswana,” Dr Msemwa said.

He revealed that President Hassan had instructed the drafting team to reach out to as many citizens as possible, both within and outside the country, and to incorporate their views into the final document.

“In total, we collected opinions from over 1,174,000 individuals, with an additional 8,000 submitting their inputs via free SMS, and more than 200,000 participating through social media platforms,” he said.

Dr Msemwa noted that more than 22,000 people were engaged through meetings, workshops, and forums. Once the draft was prepared, it was circulated back to the contributors for validation, and most confirmed their views had been considered.

The Vision’s leadership structure, he said, was chaired by Prime Minister Kassim Majaliwa, with the Second Vice President of Zanzibar, Hemed Suleiman Abdulla, serving as co-chair. The drafting team was led by Dr Asha-Rose Migiro.

Before drafting began, the team evaluated the outgoing Vision 2025 to identify areas for improvement and establish new strategic guidelines.
