President Samia replaces Doriye with Badru at Ngorongoro Authority

Dodoma. President Samia Suluhu Hassan has revoked the appointment of Mr Elirehema Joshua Doriye as the Conservation Commissioner of the Ngorongoro Conservation Area Authority (NCAA) and named Dr Abdul-Razak Badru, the immediate former director general of the Public Service Social Security Fund (PSSSF), as his replacement.
The shake-up was announced on Monday, May 26 through a statement issued by the Presidential Communications Directorate and signed by Chief Secretary.
The changes form part of an ongoing government reform agenda aimed at strengthening institutional leadership across strategic public agencies.
Dr Doriye, a veteran technocrat with deep roots in public finance and insurance, was appointed to the NCAA post in early May 2024.
No official reasons have been given for the revocation of his appointment.
Prior to joining the NCAA, Dr Doriye served as managing director of the National Insurance Corporation (NIC), where he was lauded for leading a financial turnaround that saw the state-run insurer register a pre-tax profit of Sh63.21 billion by mid-2022 and pay over Sh73 billion in claims over three years.
His wider public service record includes roles as director of Finance and Administration at the Tanzania Investment Centre (TIC) and at the ministry of Finance and Planning.
He holds a Doctor of Business Administration from the University of Dar es Salaam and has served on the boards of various public institutions.
In his place, Mr Abdul-Razak Badru now assumes leadership of the NCAA, one of the country’s most delicate conservation institutions under the ministry of Natural Resources and Tourism.
The NCAA oversees the Ngorongoro Conservation Area, a UNESCO World Heritage Site grappling with challenges such as biodiversity protection, tourism management, and co-existence with human settlements.
Mr Badru brings a wealth of experience in institutional leadership and public sector reform.
Until his appointment to the NCAA, he was steering transformative efforts at PSSSF, focusing on pension fund sustainability and service delivery.
His earlier tenure as executive director of the Higher Education Students’ Loans Board (HESLB) was similarly marked by system reforms and operational improvements. Mr Badru also held positions at the Ifakara Health Institute.
He holds an MBA in International Business Management from the Indian Institute for Foreign Trade and a BA in Sociology from the University of Dar es Salaam.
Additionally, he has a Postgraduate Diploma in Leadership from Aalto University Executive Education in Finland and the Uongozi Leadership Institute in Tanzania.
In a related development, President Samia has appointed Dr Rhimo Simeon Nyansaho as the new director general of PSSSF, succeeding Mr Badru.
Dr Nyansaho, who until his appointment was director of Business Development at Azania Bank, brings financial sector expertise and a strategic orientation expected to sustain the Fund’s modernisation agenda.
