Silaa urges TCRA to observe Samia’s 4Rs philosophy

Dar es Salaam. Minister for Information, Communication, and Information Technology, Mr Jerry Silaa, asked the management of Tanzania Communications Regulatory Authority (TCRA) to adhere to President Samia Suluhu Hassan's 4Rs, particularly in implementing the national ICT strategy launched this week.
Mr Silaa remarked on Wednesday, July 31, 2014, during his first official visit to the Tanzania Communications Regulatory Authority (TCRA), that the government is committed to ensuring that every Tanzanian, regardless of their location, has access to quality communication services.
On Monday this week, President Hassan during the 5th Tanzania National Business Council (TNBC), launched the Tanzania Digital Economy Strategic Framework 2024/34 which focuses on improving the digital economy.
“I urged you to prioritise implementing the 4Rs of Her Excellency Samia Suluhu Hassan, using ITCs while executing duties,” he said.
The 4Rs philosophy means (Reconciliation, Resilience, Reform, and Rebuild). The government has implored public servants to uphold unity, and harmony and abide by ethical conduct while executing the duties of serving the public.
Upon his arrival, Mr Silaa was received by TCRA director-general, Dr Jabiri Bakari, who was accompanied by the authority’s management team and had the opportunity to tour several key departments within TCRA.
His first stop was the Computer Emergency Response Team (TZ-CERT), where he received in-depth briefings on how the unit monitors and ensures cyber security in Tanzania.
He was informed about the current challenges in cybersecurity and the strategies employed to enhance network security. "Ensuring the safety of our communication infrastructure is paramount for national security," the minister stated.
He also visited the Customer Service Desk, observing how TCRA addresses complaints and feedback from the public regarding communication services. He emphasised the importance of delivering prompt and efficient services to ensure public satisfaction.
"Serving our citizens swiftly and effectively is crucial in maintaining their trust and ensuring they receive the quality services they deserve, he stressed, urging the desk’s staff to continue their dedication and commitment to excellence.
During his visit, Mr Silaa also inspected the spectrum management and quality monitoring vehicles. These vehicles are equipped with advanced tools to measure quality and manage communication frequencies, ensuring proper usage and preventing interference and unauthorised use. “Investing in cutting-edge technologies is vital for controlling frequencies and enhancing communication management in our country.”
For his part, Dr Bakari assured the minister of their full support in achieving the ministry’s goals. “We are confident that under Minister Silaa’s leadership, we will continue to make significant strides in advancing the communication sector in Tanzania.”
Dr Bakari highlighted the various sub-sectors overseen by TCRA, including telephony and the internet, broadcasting, and postal services, emphasising their significant contributions to the national economy. “Communication is an enabling sector for other areas such as health, education, finance, security, aviation transport, water and railways.”
