Tanzania’s ruling party expels cadre for opposing recent endorsement of Samia and Mwinyi as presidential candidates

Moshi. The ruling Chama Cha Mapinduzi (CCM) party has expelled one of its cadres, Reverend Godfrey Malisa, over allegations of violating the party’s constitution and ethical guidelines.
Malisa’s expulsion follows his public statements opposing resolutions passed at CCM’s National Congress held on 19 January 2025.
During the Congress, the party’s delegates passed a resolution endorsing President Samia Suluhu Hassan and President Hussein Ali Hassan Mwinyi as its official candidates for the Union and Zanzibar presidential elections, respectively.
But Malisa had criticised the party’s decision to endorse the two, calling the process unconstitutional.
Announcing the decision on Monday, February 10, 2025, CCM Kilimanjaro Regional Secretary, Merce Mollel, said the party’s Regional Executive Committee reached the decision in a meeting held on 10 February 2025.
“Today, we convened the CCM Regional Executive Committee in Kilimanjaro and, among other matters, decided to expel Dr Godfrey Malisa from the party,” Mollel said.
According to Mollel, Malisa’s conduct contravened the party’s ethical guidelines, particularly for discrediting the decisions made by the National Congress.
“Following that meeting, Malisa has been making statements that undermine unity and cohesion within the party and the country. He went as far as claiming that the meeting violated the CCM constitution,” he said.
Mollel explained that the party’s ethical guidelines under Section 6, Subsection 3, outline the conduct expected of members, and Malisa’s statements rendered him unfit to continue as a CCM member.
“Malisa claims to be a senior member of CCM, but the Executive Committee asserts that this is not the case, as he only joined the party in 2020. Throughout this period, we were still nurturing him,” he added.
CCM’s endorsement of President Samia and President Mwinyi has been widely seen as a move to consolidate the party’s leadership ahead of the general elections later this year.
