Dr Nchimbi promises accelerated development, lays out CCM’s vision

Mwanza. Chama cha Mapinduzi (CCM) has emphasised its achievements over the past five years and promised further development if voters grant it another mandate.

The party’s vice-presidential candidate, Dr Emmanuel Nchimbi, addressed residents across the region on Friday, August 29, 2025, highlighting plans in key areas including education, health, road infrastructure, water supply, and social services.

He also reaffirmed the party’s commitment to accountability and cracking down on mismanagement of public assets under President Samia Suluhu Hassan’s leadership.

He made the commitment when addressing a rally in the Kwimba and Nyamagana districts, which also served to promote CCM’s council and parliamentary candidates.

CCM’s record under President Samia

During his tour, Dr Nchimbi detailed CCM’s accomplishments under President Hassan’s four-year tenure and outlined priorities for the next five years should voters give the party another mandate in the October 29, 2025, general election.

President Hassan assumed office on March 19, 2021, following the death of former President John Magufuli in office.

She previously served as Vice President, becoming Tanzania’s first female president.

Her predecessors include Julius Nyerere (1961–1985), Ali Hassan Mwinyi (1985–1995), Benjamin Mkapa (1995–2005), Jakaya Kikwete (2005–2015), and John Magufuli (2015–2021).

Speaking in Kwimba, Dr Nchimbi said: “We are asking for your vote again because we have delivered beyond expectations. Our manifesto under President Hassan has been implemented, and everyone has seen the results.”

He noted that more than 91 of CCM’s council candidates in Mwanza went unopposed, a testament to the party’s performance.

Arriving in Buhongwa, Nyamagana district, he added, “The people of Mwanza will reward good performance and punish poor performance. The fact that our councillors went unopposed is a clear sign that we have done well. If you give us another mandate, I assure you, President Hassan and I have exciting plans ahead.”

Amid cheers from the crowd, Dr Nchimbi, a former CCM Secretary-General, said: “The pace of development over the past four years will be doubled in bringing and managing new projects.”

Past achievements in Mwanza

Addressing residents in Kwimba, Dr Nchimbi highlighted concrete CCM achievements in healthcare, noting the construction of a new hospital, an increase in health centres from 50 to 61, and growth in healthcare staff from 335 to 513.

In the area of education, he cited an increase in secondary schools from 34 to 41 and expanded classrooms from 438 to 709.

Regarding water and electricity, he said access to clean water rose from 36 percent to 77 percent, while villages connected to electricity increased from 60 to 119.

“If anyone claims CCM has done nothing, then that is untrue. Many initiatives have been carried out, and our leaders at all levels will speak on them because we have implemented them collectively,” he said.

Plans for the next five years

Looking ahead, Dr Nchimbi outlined CCM’s priorities, noting that in the health sector the party plans to construct 20 new dispensaries, complete four ongoing projects to reach a total of 44 facilities, and build five new health centres, including one linked to the district hospital.

The district hospital itself will be upgraded to provide specialised services.


In education, Dr Nchimbi said the party plans to provide more classrooms, recruit additional teachers, and enhance curricula to ensure pupils in grades one to three acquire foundational skills in reading, writing, and arithmetic.

He said access to clean and safe water will be expanded to cover 90 percent of Kwimba residents, and that roads would be constructed to meet tarmac standards, and upgrading of markets to provide reliable outlets for farmers.

He also referred to President Hassan’s campaign launch on Thursday, August 28, highlighting her pledge that within 100 days, all citizens, including the elderly, children, persons with disabilities, and pregnant women, would benefit from health insurance.

Party confidence in Mwanza

Earlier, CCM Mwanza Regional Chairman Michael Lushinge, popularly known as ‘Smart,’ praised Dr Nchimbi’s tenure as Secretary-General: “You achieved a lot and strengthened the party. We also congratulate Dr Asha-Rose Migiro on taking the baton.”

On the region’s election preparedness, he said: “Mwanza is entering the elections with confidence, backed by over 700,000 registered party members and supporters. We have brought strong candidates for council and parliamentary seats, including youth. We urge CCM members to campaign peacefully and productively.”

Dr Nchimbi’s campaign in Mwanza underscores CCM’s focus on demonstrating results from past governance while articulating a forward-looking agenda that promises continuity, improved social services, and infrastructure development.
