Magufuli Cabinet illegal-Mbowe

Moshi. Opposition coalition Ukawa cochair Freeman Mbowe has said that President John Magufuli’s Cabinet executes duties without legal justification.

Due to that invalidity, Mr Mbowe said, the Opposition camp had delayed to form its shadow Cabinet, insisting that they would form it in the next Bunge sitting.

Speaking in an exclusive interview with The Citizen in Moshi yesterday, he said after the President appointed the ministers, he was supposed to present them with a guidelines detailing the roles of each ministry. “When a president forms a Cabinet he is also supposed to create an instrument or guideline showing the duties of every ministry and present it to each of the concerned ministers,” Mr Mbowe said.

“These instruments become official when they are announced in the Government Gazette and get the GN number contrary to that is to breach the legitimacy of a ministry and lack of legal justification,” he added.

President Magufuli announced his cabinet on December 10 last year, having 18 ministries. He completed the Cabinet on December 24.

However, the Chief Secretary, Mr Ombeni Sefue, admitted that the guidelines claimed by Mr Mbowe had not been announced in the Government Gazette, saying, however, that that did not prevent the government businesses from being carried out.

“Announcing in the Government Gazette is the final stage, it doesn’t prevent work to be carried out. So, when the time comes, it will be announced in the Government Gazette. It does not mean it is not there, it is and will be announced,” he insisted.
