Bunge Members misunderstand key budget concept

Dodoma. Parliamentdiscussions in the ongoing budget session are out of context because many MPs do not understand the concept of Decentralisation by Devolution (DBD), says Ministers of State in the President's Office Regional Administration and Local Government, George Simbachawene.

Clarifying the matter in the House Tuesday morning, Simbachawene who also deals with Civil Service and Good Governance said some members of Parliament want the government to centralise the way it deals with the development projects instead of decentralisation.

“It is a time that the government and Bunge  organise a seminar to explain how BDB works,” minister Simbachawene told Bunge adding that state’s Uongozi Institute will be invited to coach Members of Parliament.

Deputy Speaker Tulia Ackson, however, supported Simbachawene’s idea and asked him to inform Bunge administration after the  government finish preparation for the seminar.
