Samia reappoints two former ministers in latest mini-reshuffle

Dar es Salaam. Tanzanian President Samia Suluhu Hassan has made minor reshuffles that have seen the reinstatement of Mr William Lukuvi and Prof Palamagamba Kabudi to the Cabinet.

The Head of State has also made several appointments and transfers of senior government officials, including the Attorney General (AG), the Solicitor General, the Prevention and Combating of Corruption Bureau (PCCB), the National Health Insurance Fund (NHIF), Deputy Permanent Secretaries and city executive directors.

According to a statement released by Chief Secretary Moses Kusiluka and signed by Acting Director of Presidential Communications, Sharifa Nyanga, the leaders who have been appointed and transferred to new positions are as follows:

Ministerial appointments

Prof Kabudi has been appointed as the Minister of Constitution and Legal Affairs, while Mr Lukuvi has been appointed as the Minister of State, Prime Minister's Office [Policy, Parliament, and Coordination].

In this role, Mr Lukuvi will assume the position of Chief Whip in Parliament.

Both leaders had previously served in the Cabinet before President Hassan reassigned them as presidential advisers. Despite the changes, they continued to serve as Members of Parliament for Kilosa and Isimani, respectively.

The statement, released on August 14, 2024, stated that Ms Jenista Mhagama has been appointed as the minister of Health, replacing Ummy Mwalimu.

Before this appointment, Ms Mhagama served as the Minister of State, Prime Minister's Office [Policy, Parliament, and Coordination].

Additionally, Ambassador Pindi Chana has been reassigned from the Ministry of Constitution and Legal Affairs to the Ministry of Natural Resources and Tourism.

She replaces Angellah Kairuki, who has been appointed as a presidential advisor.

Attorney General

President Samia has also appointed Hamza Johari as the Attorney General, replacing Judge Eliezer Feleshi, who has been appointed as a Judge of the Court of Appeal.

Before this appointment, Johari was the director general of the Tanzania Civil Aviation Authority (TCAA).

Mr Samwel Maneno has been appointed as the Deputy Attorney General, having previously served as the presidential Legal Assistant.

He replaces Ambassador Kennedy Gastorn, who has been appointed as the presidential advisor on Legal Affairs and Contracts.

Solicitor General

Another appointee is Dr Ally Possi, who becomes the Solicitor General.

Before his appointment, he was the Deputy Permanent Secretary in the ministry of Transport.

PCCB

President Samia has also appointed Crispin Chalamila as the director general of the Prevention and Combating of Corruption Bureau (PCCB).

Mr Chalamila was senior officer, State House.

He replaces CP Salum Hamduni, who has been appointed as the Regional Administrative Secretary for Shinyanga.

Hamduni replaces Professor Siza Tumbo, who has returned to Sokoine University of Agriculture (SUA).

TTCL

President Hassan has appointed Moremi Marwa as the director general of the Tanzania Telecommunications Corporation Limited. Prior to this appointment, Mr Marwa was the CEO of the Prison Corporation Sole.

NHIF

Dr Irene Isaka has also been appointed as the new director general of the National Health Insurance Fund (NHIF).

Other appointments

The President has also appointed Ismail Rumatila as the Deputy Permanent Secretary in the Ministry of Health.

Previously, he was the director general of the National Identification Authority (NIDA).

Another appointee is Atupele Mwambene, who becomes the Deputy Permanent Secretary in the President’s Office, Regional Administration and Local Government, overseeing education matters.

Before his appointment, he was the Director of Policy and Planning in the Ministry of Education, Science, and Technology.

President Samia has appointed Abdul Mhinte as the Deputy Permanent Secretary in the Ministry of Livestock and Fisheries, responsible for livestock.

Before his appointment, he was a senior officer in the President’s Office at the State House.

Additionally, Methusela Ntonda has been appointed as the Deputy Permanent Secretary in the Ministry of Culture, Arts, and Sports.

Before this appointment, he was a senior officer in the President’s Office at the State House.

Transfers of Deputy Permanent Secretaries

Dr Grace Magembe has been transferred from the Ministry of Health to become the Deputy Permanent Secretary in the President’s Office, Regional Administration and Local Government, overseeing health matters.

Dr Charles Msonde has been transferred from the President’s Office, Regional Administration and Local Government, to become the Deputy Permanent Secretary in the Ministry of Works.

Meanwhile, Dr Wilson Charles has been transferred from the President’s Office, Regional Administration and Local Government to become the Deputy Permanent Secretary in the Ministry of Education, Science, and Technology, responsible for primary and secondary education.

Prof Daniel Mushi has been transferred from the Ministry of Livestock and Fisheries to become the Deputy Permanent Secretary in the Ministry of Education, Science, and Technology, overseeing science and higher education.

Dr Franklin Rwezimula has been transferred from the Ministry of Education, Science, and Technology to serve as the Deputy Permanent Secretary in the Ministry of Constitution and Legal Affairs.

Meanwhile, Dr Khatibu Kazungu has been reassigned from the Ministry of Constitution and Legal Affairs to become the Deputy Permanent Secretary in the Ministry of Energy, where he will be responsible for electricity and renewable energy.
